In order that Council can concentrate on long term interests and needs of the community, the Band Manager ensures that the governance work of Council is kept independent from the daily operations of management and staff.

The Band Manager can help Council define its purpose, goals, strategies, action plans and participate in Council and staff decision making processes.

The Manager is accountable to Council and has authority and accountability for all operations. This relationship allows the Band Manager, managers and staff to work according to established rules and procedures that Council has approved.

The key management functions of the Manager include:

bulletCapacity building and maintenance of administration
bulletCommunity and public relations
bulletAssist with fiscal and political strategies

The Band Manager must ensure that the First Nation's administrative standard of service is consistent with First Nations policies, bylaws, legislative and regulatory requirements.
 


Band Manager's Responsibilities

The responsibilities of the Band Manager include knowledge and experience to plan, organize, control, communicate, delegate and accept responsibility.

Planning and Organizing

The Band Manager must plan for staff development, current year objectives and expenditures for program delivery. This will include developing internal organizational structures necessary to deliver programs and services.

Controlling

The Band Manager's controlling function requires that staff perform in accordance with initiatives as directed, planned and organized. Monitoring processes must be established to control the First Nation's internal operations.

Communicating

The Band Manager must ensure lines of communication with all stakeholders. Clear oral and written communication skills are essential when reporting to Council and community.

Delegating

Not only is a competent Band Manager receptive of duties delegated by Council, the Band Manager must also delegate responsibilities to staff and monitor progress.

Staffing and Acceptance of Responsibility

The Band Manager along with Council is responsible for the recruitment, termination and discipline of all staff.

Council has a crucial relationship with management (the band Manager). Governance is many things, but it is not day-to-day management. Council must have a competent person manage its business and supervise its employees. The Band Manager, as its principal employee, is accountable only to Council.
